Riga holds roughly a third of Latvia's population and almost all of its largest employers. Latvijas dzelzceļš (Latvian Railways) is the country's single biggest employer with around 7,000 staff, followed by the retailer Maxima Latvija at roughly 6,600, Latvijas Pasts at about 5,000 and the municipal transport operator Rīgas Satiksme at roughly 4,600 — all headquartered in the capital. Add the finance, IT and shared-service offices clustered around the city centre and Skanste, and you have a workforce where written documentation of an absence is routine HR practice rather than an exception.

It is worth being precise about what that documentation is in Latvia. Statutory sick pay runs on the darbnespējas lapa, and since 2018 sheets A and B have existed only electronically inside Latvia's E-health system, where only a doctor or physician's assistant working in a Latvian medical institution can create them. Sheet A covers the first nine days, with your employer paying from day two; sheet B takes over from day ten, when VSAA grants sickness benefit. We do not issue, file or transmit that sheet. Riga's teaching hospitals are the referral end of that system rather than the walk-in end. Pauls Stradiņš Clinical University Hospital on Pilsoņu iela, with around 840 beds, and Rīga East University Hospital across its Gaiļezers, Biķernieki and Linezers clinics are where complex cases go, alongside the Children's Clinical University Hospital and the Hospital of Traumatology and Orthopaedics. None of them is the right destination for a routine doctor's note, and their emergency departments already absorb overflow from capped outpatient care.
