Its limits are worth stating plainly: where a role carries a hygiene, safety or patient-contact requirement, clearance to resume is a judgement that normally needs an examination and sometimes an occupational-health service, and a remote review cannot make it. Ask what your employer wants the document to confirm, because 'a certificate for coming back' can mean two quite different things.
Usually, but check rather than assume. Recovering at your own address is normal for a cross-border worker, and your home being in another country does not change your entitlement. Where it can matter is with a daily-sickness-benefit insurer: those policies commonly require you to be reachable, and sometimes require notification or agreement before you travel or stay abroad during a period of incapacity. Ask HR which insurer covers wage continuation and what its policy says about your address during an absence — a five-minute question that avoids a contested claim.
