The fastest-growing part of it is technology: the Moldova Innovation Technology Park, created in 2016 with a single 7% tax on turnover guaranteed until 2035, had 24,208 employees across its resident companies in 2024, passed 3,000 active residents by September 2026, saw turnover exceed one billion US dollars in 2025 and now generates more than 5% of national GDP. Alongside it sit banking, public administration, retail, construction, logistics and a large outsourcing and shared-services sector. These are organisations with written HR procedures, and many of them are subsidiaries or clients of foreign companies whose documentation expectations are foreign too.

For healthcare, the city holds the country's major institutions: the Timofei Moșneaga Republican Clinical Hospital on Nicolae Testemițanu street — the oldest and largest medical institution in Moldova, with 772 beds across 22 departments — and the Institute of Emergency Medicine, alongside the Nicolae Testemițanu State University of Medicine and Pharmacy. Primary care runs through your family doctor inside the CNAM mandatory health insurance system, which has operated since 2004. The problem is staffing: heavy emigration of doctors and nurses means only around one in three medical graduates goes on to work in the Moldovan system, and access has thinned accordingly.

Demand from Chișinău peaks in the November to February respiratory season, when family-doctor lists are longest and employers, schools and universities are all generating absence paperwork. A second, distinct peak runs from spring through summer and is driven by mobility rather than illness. Moldova is not an EU member state, so Moldovan citizens routinely need general medical statements and fit to fly letters as part of visa, residence and work-permit files. Consulates and airlines tend to be specific about the format they will accept, and they rarely give much notice.

The city also draws a heavy daily commute from Strășeni, Ialoveni, Anenii Noi and the ring of settlements around the bypass, where people work in Chișinău but are registered with a family doctor at home. Add the large number of residents working remotely for companies in the EU, the United Kingdom and the United States, and a clear pattern emerges: the person needing documentation, the doctor who can issue the statutory version, and the organisation asking for it are frequently in three different places. What matters is the nature of the resulting document: ours is a private assessment, not an entry in Moldova's state medical leave certificate system. No, and the difference is now very clear-cut. Since March 2026 the statutory certificate exists only in digital form, issued by a family doctor or specialist inside the national system through the state portal, with the employer notified automatically and the data sent to CNAS. Our certificate does none of that and does not start statutory sick pay.

Under Moldovan rules the employer covers the first days of a common illness or non-work accident at 75% of average salary — up to five days per absence, and no more than fifteen days cumulatively across a calendar year — after which state social insurance takes over. That process runs on the statutory digital certificate, not on anything we issue.
