A dated certificate from a registered doctor is widely accepted as supporting documentation, and the document does not change according to which side of the border reads it. But employers differ, and some Austrian employers require documentation through their own arrangements or from a doctor in their own system. Ask your HR department specifically, before you need it.

You should not assume it does. Statutory sickness benefit in Austria runs through its own notification and certification arrangements, and an insurer generally wants documentation that fits those arrangements. We do not submit anything to the ÖGK and are not part of its process. If ÖGK benefit is what is at stake, contact them directly about what evidence they require and from whom.

Yes — there is no requirement to be in Liechtenstein when you submit, and travellers taken ill abroad are one of the more common cases. Do say where you are, because it can be relevant to what the doctor can reasonably assess and to what your employer or insurer will expect.
