Ruggell is the northernmost and lowest-lying of Liechtenstein's eleven municipalities, home to around 2,600 people on the flat Rhine plain rather than on the terraces and slopes that characterise most of the country. It sits close to the point where Liechtenstein's borders with Switzerland and Austria meet, and it holds the Ruggeller Riet, a national nature reserve of some 88 hectares of wet meadow and moorland in the Alpine Rhine valley.

For a municipality this size the interesting fact is not local employment but location. Living in Ruggell means Switzerland and Austria are both a short drive away, and residents genuinely do work in all three states while their neighbours commute in the other direction — Liechtenstein drew 57.4% of its 43,441 jobs from inbound cross-border commuters at the end of 2024, mostly Swiss and then Austrian. In a place where three social-security systems are within a few kilometres of each other, the question of which one governs your absence is not academic.

The answer is not determined by where you live. It follows from where you are employed and where you are insured, and for cross-border workers it can also depend on specific bilateral arrangements. Generally those of the system you are employed and insured under, which for a cross-border worker is frequently not the country you live in — and it can be affected by specific bilateral arrangements. That means your Swiss employer's absence policy and your insurer's notification rules are the ones to follow. Ask both directly and get the answer in writing; this is not something to work out from a web page, including this one.

It can matter to the recipient: an employer or insurer may have rules about being abroad during an absence, or about where you were when you were assessed. If you are away from your usual country of work, say so and check the recipient's rules.
