Kharkiv has been the academic capital of eastern Ukraine since 1804, when V. N. Karazin Kharkiv National University was founded on the initiative of the educator Vasyl Karazin under a charter from Alexander I, opening formally in January 1805. Almost every other higher institution in the region descends from it: the national law university, the pharmacy academy, Kharkiv National Medical University, the pedagogical university, the academy of culture and the university of economics all trace their origins back to that one foundation. Kharkiv Polytechnic Institute followed in 1885, set up under Dmitry Mendeleev's programme for technical education with mechanical and chemical departments.
A city built on that many institutions generates a distinctive pattern of certificate requests, because the overwhelming majority of them are academic rather than administrative.
