Medical Certificates in Budva: Who Needs Them?

Budva is Montenegro's tourism capital and the single most extreme example of seasonal labour demand in the country. Around 1.0 million visitors came to Budva in 2025, growth of about 4% on the previous year, within a national total of roughly 3.03 million international visitors. Meeting that demand takes more than 8,000 seasonal workers in Budva alone, and the town has been facing a shortfall of at least 5,000 seasonal workers for the summer season. Even the country's largest hotel company, Hotelska grupa Budvanska rivijera, puts its own seasonal requirement at around 600 people.

That labour market shapes documentation needs completely. A workforce of short contracts, agency placements and foreign seasonal staff has, by definition, only a weak connection to Montenegro's primary care system. Many workers arrive in May and leave in October without ever registering with a local doctor, yet their employers still need written evidence when they miss a shift, and still need fitness or return-to-work documentation before putting them back on a rota in a customer-facing or physically demanding role.

Montenegro has been trying to formalise that workforce, which paradoxically increases paperwork. A new employment mechanism for seasonal workers took effect on 1 May 2025, with the state paying contributions and subsidies, and further legislation on permanent seasonal worker status has been in preparation to ease the tourism labour shortage. As registration becomes the norm, so does the expectation that an absence is documented rather than simply absorbed.

Health service capacity in Budva does not scale with the season. Local provision is primary care plus emergency cover, with referral to Kotor and Podgorica for anything substantial, in a country where physician and nurse numbers sit well below EU averages and where a shortage of specialist doctors is formally documented. In August the town's effective population is many times its registered one, and an appointment slot used purely to produce a certificate is a slot someone with an acute problem is also waiting for.

Finally, Budva's season runs on hours that no clinic keeps. Bars, clubs, restaurants and hotels operate late into the night and through weekends, and staff finishing at 3am cannot realistically attend a morning appointment and then work an evening shift. Being able to submit a case at any hour and receive a decision the same day is not a convenience here so much as the only workable route for a large share of the town's summer workforce.
