Tivat has been transformed by one development. Porto Montenegro is a 28-hectare mixed-use waterfront destination integrating a superyacht marina of over 450 berths with residential areas, the Regent Porto Montenegro hotel, retail and food and beverage operations and an international school; it created jobs for more than 450 local residents and established Tivat as a leading Adriatic yachting destination. A marina of that class runs on international standards and international staff, and its documentation expectations are those of the superyacht industry rather than of a small Montenegrin town.

The second defining feature is the airport. Tivat Airport handled 1,343,565 passengers in 2024, a 19% year-on-year increase, and its traffic is extraordinarily seasonal: around 80% of the total volume passes through in the May to September peak. Ground handling, security, retail, catering and transfer employment therefore quadruples and collapses on an annual cycle, with a large seasonal cohort whose contracts begin in spring and end in autumn. Shifts are tied to flight rotations, which means early starts, late finishes and very little overlap with local clinic hours.

Tivat is listed among the municipalities with the highest recorded demand for seasonal workers, alongside Herceg Novi, Kotor, Bar, Budva and Ulcinj, within a national total of roughly 3.03 million international visitors in 2025. Montenegro's new seasonal worker employment mechanism, in force since 1 May 2025 with state-paid contributions and subsidies, has been formalising that cohort — and formal employment means absences that have to be evidenced rather than absorbed. Much of that workforce arrives from elsewhere in Montenegro or from abroad, so it has no registered doctor in the municipality at all.

For yacht crew and marina staff the documentation picture is genuinely complicated, and worth being precise about. Crew working on commercially registered vessels need a seafarer medical fitness certificate issued by an approved doctor after an in-person examination, which is not something any remote service can provide. What they frequently also need, and can get remotely, is fitness-to-fly confirmation for repatriation or crew rotation flights, return-to-work documentation after an injury ashore, and general health statements for agencies and insurers.

Local health provision is primary and emergency care, with referral to Kotor and Podgorica for anything substantial, against national figures showing physician and nurse numbers well below EU averages and a documented specialist shortage. In a municipality whose effective population multiplies through the summer, and where crew and staff schedules are dictated by charter dates and flight rotations, the scarce resource is a routine appointment at a time you can actually attend. A remote assessment fits that reality; a 9am slot in Kotor, three days from now, does not.
